DSA notice and complaint rules
1. Purpose
- These rules govern how users and third parties may report illegal content, listings, profiles, reviews, messages or other violations on the platform.
- They also govern how affected persons may file an internal complaint against moderation decisions made by the platform.
2. Electronic reporting channel
- The platform provides an electronic reporting channel for notices regarding illegal content.
- As long as no separate reporting form is provided directly at the relevant content, reports may be submitted via the central contact point dsa@elektro.camp.
- The report should identify the affected content as clearly as possible, in particular by URL, listing ID, profile ID, review ID, message reference or screenshot.
- The platform may confirm receipt of the report in text form and assign an internal case number.
- Additional report buttons or web forms may be provided as a supplement.
3. Minimum information in a report
- a sufficiently reasoned explanation of why the reported content is considered illegal
- a clear indication of the electronic storage location, e.g. URL, listing ID, profile ID, review ID or screenshot
- name and email address of the reporting person, unless the report is intended to be accepted anonymously or pseudonymously in a misuse-resistant manner
- a statement that the reporting person is acting in good faith and that the information is accurate to the best of their knowledge
4. Review procedure
- Incoming reports are reviewed, prioritized and documented promptly.
- Obviously illegal content may be provisionally deactivated, restricted or removed.
- Affected users receive – where legally permissible and practically possible – information about the measure and an opportunity to comment.
- Decisions are documented; in the case of blocking or restrictions, the key reasons should be recorded.
- After completion of the procedure, the reporting person receives a notification of the outcome, where legally permissible and practically possible.
5. Misuse
- Abusive, manifestly unfounded or mass automated reports may be rejected and sanctioned in accordance with the platform rules.
- The platform must observe proportionality and document the matter internally.
6. Internal complaint system against moderation decisions
An internal, free and electronic complaint procedure must be provided for moderation decisions by the platform – in particular blocking, deactivation, visibility restrictions, removal of reviews or other measures.

7. Minimum requirements for the complaint procedure
- simple electronic submission via form or clearly designated email address
- acknowledgement of receipt in text form, where legally required or practically possible; the platform may assign an internal case number for this purpose
- objective and non-arbitrary review
- reasoned decision in text form
- documentation of the entire matter
- clear internal responsibility and deadlines
